Today Kadir Topbas team at the Istanbul Municipality Veterinary Department has issued an (unsigned) document giving their version of the scandal.
I would like you to read it carefully and slowly, it’s absolutely priceless… Please after you read it leave Mr. Topbas a comment… Are you ready? here it goes…

The pictures and videos of stray dogs taken at the Hasdal Animal Shelter were taken by some volunteers who have been working in our shelter for one (1) year. They are malicious and all this is part of a plan of some animal organizations. These images have been distributed on internet.
However, some of the photos and videos were shot during the times when the dogs were under anesthesia and at the times of their awakening from it so they show the physiologic reflexes of the animals. Some images are nothing but the sick or wounded dogs brought to our shelter when they are wounded, bleeding or critically sick. These images were taken on purpose and mean nothing but pictures and videos taken at such times.
All the rehabilitation practices that the Istanbul Municipality is and has been doing under the 5199 Animal Protection Law and Regulation of Practice for the well-being and welfare of the stray animals are known by all animal organizations in Turkey, non-governmental organizations, related professional chambers and by international organizations such as PETA (People for the Ethical Treatment of Animals) (!!!!!!!!!)
The stray animals collected in our Eyüp-Hasdal and Tuzla-Aydınlı shelters –administered to the Istanbul Municipality, the Department of Health and Social Services, the Office of Veterinary- which have the capacity to temporarily host 750 animals, are registered digitally with microchips after being vaccinated, neutered, treated, cared, fed and rehomed under the 5199 Animal Protection Law and Regulation of Practice.
The animals who could not have been rehomed are returned to the places where they were taken (!!!!)
In this context, between the years of 2004-2010, 50 thousand 392 vaccinations, 52 thousand 320 examinations and treatments, 34 thousand 624 neutering generic cialis available usa operations and 3 thousand 595 rehomings were made.
Only in 2010, 1738 control and complaints were taken into consideration for the well-being and welfare of the animals.
As Istanbul Municipality, we set up Vetistanbul Animal Registration Program (vetistanbul.ibb.gov.tr). With Vetistanbul program, both stray animals and animals with owners are registered with microchips and with this, all practices such as the vaccinations, treatments, neutering operations and rehomings can be monitored retrospectively if necessary.
This program has been set up in all provential municipalities, veterinary clinics and to the pet shops. Flyers have been distributed to notify the public about this practice.
In addition to all this, in order to provide a healtier environment for the welfare of the strays on the streets and avenues, there are trainings about animal love (!!!!) , how to care/feed an animal (!!!) and animal health being given to animal volunteers, local animal protectors and students in primary schools. There are also briefings on the subject given to public periodically through printed and mass media.

1. Does PETA agree with Kadir Topbas massacre of stray dogs in Istanbul?
Absolutely not. A PETA representative came to Istanbul two years ago, visited the shelters and appalled at what she saw she told the Municipality that the situation was unacceptable.
Why would the Municipality mention PETA in this release? I don’t know what PETA is going to do, but if I were them I would not only issue a very public message of rejection and condemnation, I would also launch a targeted campaign exposing the situation in Istanbul to the worldwide PETA community. Basically, the Istanbul Municipality is taking PETA for a ride and using their name to cover a massacre that is lasting years.
2. The rest of the letter deserves no commentary… pictures speak by themselves.
Now please… leave a comment to the Istanbul Municipality… they are dying to see the effect of their “message of denial”…

I find this letter to be a sad attempt by a municipal government to try to make themselves out to be under fire from negative publicity. It is the old “everyone is out to get us and making up lies about us” defense. However, the pictures of Hasdal released recently speak volumes. We that know the difference between an obviously dead animal and one that is anesthetized after surgery. These are DEAD animal Mr. Topbas! We are well aware of that. And what of the feces that covers the floor of these pens and the bleeding animals left unattended? Do you really expect the world to believe this is proper treatment? Do you really think you can straight faced say things such as PETA is aware of this and agrees you are doing right by these animals? I think that even PETA would have trouble condoning the behaviors that are common practice in your Hasdal shelter. Come clean Mr. Topbas, there is no one to hide behind.

Generally, I am not dissecting the distribution of credits….. but this exposure campaign of the Hasdal Shelter scheme was not kicked off by PETA in any kind of way.
In addition, their world-wide popularity and also their budget would allow them to be some kind of real warriors for the animals.
Although I have not the entire knowledge about which PETA “division” is more distanced from killing shelter animals…. at the end of the day, PETA is killing animals = NO Ethical Treatment of animals. Just because we have watched the footage of the cruel Hasdal Shelter, it does not mean PETA are the good ones.
As for the email from Topbas….. – I will have to make the famous PAUSE first, in order to be able to write the municipality some kind of factual email.
Are they trying to educate the Bolluca forest rescue team, how to feed the animals correctly ?
Are Topbas & Co. trying to educate LA! animal rescuers what the footage “really” means ? ….. how the physiologic reflexes of an animal looks like, while awakening from anesthesia.
Are the Hasdal Shelter workers also busy on the phone line talking gossip while the animals are on the cold floor in distress and dying ?….. seems they are in the end not dropping their mobile phones to get some help. They are not in need to do so, because for now, no court will ask them for a statement of their timeline. There are carbage bags for the dead and half dead bodies.

Hello Mayor Topbas, I have read your response to the “accusations” relating to how dogs are treated at your shelter in Istanbul. You obviously have a much different understanding of what “kind and compassionate” is as the treatment your dogs are receiving is nothing less than cruel, sadistic and evil. I have seen more than enough evidence of the misstreatment of those poor dogs whether it is intentional of not. My view, and I am sure millions of other people over the world would agree, it is your community and your responsibility to deal with the over popoulation of dogs in a civilised and humane manner. When does or ever did this take place. Where is your documentation to prove this. You are running scared and so you should be. I just want to say WELL DONE! for exposing this horrendous crime. Badly run organizations like this, with the wrong people in charge, can do more harm than good like we see in this case. Please keep up the pressure as this statement is a weak attemt to take some pressure off the municipality. The fact that they have bothered to issue an statement can be seen as a good thing, at least they’re paying attention and realise that people won’t take this lightly.
The quicker they understand that this is an embarrasment for the goverment officials in charge, for the people running the shelter and for Istambul, the better. They need to learn that this will reflect on their abilitites to run a city how it’s expected of them.

Hasdal is commiting a CRIME!!! They stated that after neutering 3000 dogs (4months) only 10 died after the surgery…. THIS IS A LIE, THIS IS A CRIME!!!! Volunteers see 15 or 20 dogs die after the surgery in one WEEK!!!! So what do they do is throw the bodies in black plastic bags and into the garbage can!! Many people saw this you LIARS!! Taking a FALSE OFFICIAL REPORT is a CRIME!!! People NEED to be FIRED!!! They earn MONEY for this cruelty!!!!

As a volunteer at the BEYLIKDUZU shelter, I want to specify some points that are deficient in applying “animal rights” in our shelters in Turkey. They are important for all respected municipalities’ attention in Turkey. They are the sanctions of 5199 Animal Protection Law.
-the manager, the veterinarian, the workers at the shelter are disrespectful to all animals as much as to the visitors and volunteers of the shelters. Not acceptable.
-you say you give trainings at school??? You should first train the employees about how to treat the animals and understand their psychologies. They don’t even know the species of the animals. The workmen should be thought to retain good will to all living kinds.
-The veterinarian can not do the operations alone!!! there should be at least two veterinarian at the surgeries. This is very important. We should all be aware of that it is a life that is in hands, not a toy.
-The surgical supplies must be clean and new.
-The food must not be rotten, the breads must not be moldy!! Bad food will make the animals’ situtaion worse.
-There should be enough food for all animals in the shelters.
-Very importantly, the animals must be returned to the exact point they were taken from.
-The municipality workmen must be thought to give the reasonable answers to the people who complain the stray animals on the streets, must inform them about 5199 and tell them they are not allowed to take the dogs with earrings (the treated dogs by the shelters).
-There should be feeding spots for all stray animals in every neighbourhood, established by the municipality. And no citizen complain through the law of 5199.
There are many things that are missing I want to talk about. All we ask as volunteers and animal lovers is to show respect to animals.
I hope you, Mr. Mayor, will hear our willings…
Mr Tobas do the right thing quit as Mayor get rid of your staff and let animal lovers take over you obviously do not know a thing about health, happiness, respect of animals you cant even give them the basic care! İ’m from Belgium and not involved in any animal organisation. On this moment İ’m in İstanbul and I came to the Hasdal shelter to see with my own eyes if it’s all true what they write on internet but unfortunaly they would not let me in to check so İ have to believe that your comment i a lie.
The animals are abused in your shelter and we will not stop fighting till you will apply correct the animal welfare law untill than the all world will watch and follow the Hasdal shelter.

Do you really think we can’t tell the difference between a dead animal (in a plastic bag) and an anaesthetised animal (in a plastic bag)? Furthermore, animals possess the same sensory receptors as homo sapiens, know and feel what is happening to them. The photos speak of atrocities. Cruelty to animals is scientifically documented and linked to cruelty against women and children, those in a more vulnerable position. The atrocities can be addressed now, or show up to haunt you later in society.

There are no words to adequately describe the pictures I have seen about your animal ‘rehabilitation’. If you think the world is blind and stupid about what is going on, you have your head up your ass. No one in their right mind will think these are animals that have just come in. In this day and age of computers, you are ignorant to think this can continue without the spotlight coming to you. The vet shown digging in the potato garden, then going to surgery is extremely unprofessional. Is this how your human doctors operate their offices, too?? I would think that if you walked into your doctor’s office and saw conditions even half as bad as this, you would walk out. These animals deserve no less, and it’s time for you to do the right thing and make some serious changes at these facilities.
