Update 27 April: Vida, one of our most dramatic rescues, an animal that had been disposed in the middle of the fields like trash, nearly died, experienced a wonderful recovery and she is now ready to go a wonderful home.

Our conditions for adoption:

1. Vida MUST have an existing animal.
2. Vida MUST live inside the home, not on the garden.
3. Vida MUST be fed a RAW diet (www.rawfed.com)

and finally…

4. The family will be a non-smoking family. Second hand smoke kills and makes miserable the lifes of both humans and animals. Vida’s life has been miserable until now.. at least now she will enjoy a clean crisp air in her new home.

It’s an early morning in Istanbul.

The Istanbul Municipality van drives through a lonely road in a village far away from Istanbul. In the back, shaken and terrified, 5 stray dogs violently hit the walls with each bump of the road. The barks and screams can be heard by every villager en route.

Upon arriving to an isolated location the Municipal drivers brutally unload the frightened animals onto the side of the road.


Two of the animals are in good condition but the other three barely have any strength to move.  Mila is one of them. Too weak to move she lies on the grass, waiting to die.

We were there.

The entire event was caught on camera as part of an on-going investigation by Let’s Adopt! into the atrocities commited by Kadir Topbaş Hasdal shelter and the Municipality’s well documented practice of dumping dogs in the forests and deserted locations.

The events of that morning, together with undercover footage obtained by Let’s Adopt! proves, beyond any shade of doubt, the blatant disregard for the Law by Kadir Topbaş team and the constant and sustained lies of the Municipality to the Press and the general public.


It was barely weeks ago that the brutal killing of a cat made the entire turkish society get up in arms in rejection of animal cruelty.
The events and practices that have come to light show a different kind of cruelty, one no less brutal and affecting to a much larger number of animals, and cast serious doubts over the credibility and honesty of Kadir Topbas and his administration.

In recent months the European Union has granted the Istanbul Municipality large amounts of money in order to improve their sheltering practices, with a shelter currently being built in Istanbul with European Union funds.

European Union officials declare to be totally unaware and shocked by these practices. The scandal threatens to bring European Union funding to a halt.

Kadir Topbaş and the Istanbul Municipality deny any wrongdoing and claim the footage and the scandal to be fabrications. We let you be the judge of that.

The second dog, that we have named Vida, was rescued, she is in a critical condition.

    Vik, what happened to the 4 others?? I know, I don’t need to ask for them, because you would never let him stay there and die, but I would like to know,if they are rescued or even died like Mila?? xxx

  3. I hope Mila and the other dogs where taken care of, and that we will get update on how she is doing. She is a beautiful dog that deserves better a good, loving home after being dumped by the road.

    After I found this site on my computer last night, I stayed awake most of the night. I have a letter written and will send off to email. I will notify all my friends to do the same. I have told the Mayor that I will ask all my friends working in the tourism business to spread the word and not to promote tourism in Turkey. I told him I am going to start a petition to ask people to not buy any Turkish products which I know are very common in many of our low cost stores. This has to change. I told him that huge shame is on his bloody hands now as the world will know of these wrongdoings. It worked to save a dying dolphin in Japan when the emails started flooding in. I don’t know if you are in touch with Rescue Inc. but I will notify them and make them realize why the children (teenagers) of this country send abusive videos around the world of their cruelty towards dogs and cats. I asked the mayor if this is what we should to teach our children …how to be cruel to the defenseless ones in the world. I am indeed extremely angry and will not let this pass thru my hands. Please keep me informed. I will do everything I know to end this sensless cruely. Cesar Milan has been informed as well. Thank You for keeping us in the light and doing what you can to help the helpless!!

    This abuse just saddens me. Humans become monsters. I thought we were on the scale of a higher intelligence..I see that some are not. How can humans be so cruel and unfeeling? I choose to not be one of those monsters. And to always love my pets. I eat zero flesh due to my love for the animal beings who also have souls and feelings..just like us.

    Our European members of Parliament will take notice of this and undertake investigations into possible misappropriation of money or misuse of funds. I hope and pray they withdraw any funding whatsoever from the EU until the miscreants are bought to justice.

    well i have sent pictures off to my friends and put it on f/b, hopefully you will get some more support, this is the main reason i will never holiday any where like this, they are to cruel to animals, i couldnt bare to see it, i would bring to amny home please let us know how the other dogs are getting on, god bless mia

    RIP Mila, your death will not be in vain. Your picture will highlight to the world what the Istanbul Municipality has become – a concentration camp of brutality and suffering.

    This is what we are fighting everywhere! We have to target this place heavily though, right now and pray that they will listen to our pleas/demands for change! Please flood your facebook pages with this atrocity in Istanbul. It has to be a concentrated effort right now!

      Terrie.. that ear tag is the tag applied to the municipality to all animals they neuter…
      It’s also the proof that the dog was neuter at Hasdal and dumped tens of kilometers away.

  22. Like Viktor mentioned, the Mayor needs to step the hell up and do something. These shelter employees should be fired and replaced with kind, caring ones that will help these dogs survive..and..implement a safe adoption or rescue program.

    Poor Mila and the other dogs RIP <3 babies . Turkey become another Greece? yes i think they are well on their way for that. the the treatment of animals is horrific in both countries. they claim it to be fabrications but all the evidence is in the hidden camera footage. how will they deny that? you cant . it will come to light what goes on and they will have no choice but to face the consequences . EU will stop their funding whether they are aware of it or not how they treat those animals there because there not going to want any type of bad publicity.. ..Just wat Kadmir Topbas its not over yet .its just beginning .

  29. well the storys just keep coming from turkey~the people of turkey are doing this~the guys picking up dogs~killing them,thats people employed,turish people~now the eurpoeans are paying to build a bigger killing shelter~i don’t see no one actually helping the animals~no one is stoping this~just reporting it,is it just to get money from other countrys~i will tell you that you keep killing & torturing~my GOD~the Lord Jesus Christ will have his say about this~& when God turns his back on you then you will feel the rath of GOD~I pray it will come soon~the same pain & suffering you allow we be yours~SO WHEN IT COMES ENJOY~as you enjoy seeing this sick torturing & killing of Gods creatures

    I see a whole lot of hate here for Turkey but I feel that is unfair. Things go on around the world that many are unaware of. I cannot hold ALL the people of Turkey responsible only the ones allowing it to happen and in this case it would be the Mayor. As a person in charge he needs to be the one to turn things around and show example. I live in the USA and I don’t know what to do to help. Please if you have suggestions bring it to my attention .

      Nobody is making all the people of Turkey responsible.
      The responsible parties here are the local governments and the turkish government for allowing it.
      And the situation in Istanbul is the work of Kadir Topbas, its mayor.
      The turkish population as a whole is not being judged.. the millions who hate animals, shoot them, poison them etc, are, but this campaign is not about them.
      This is about one man.. Kadir Topbas.

  34. I agree with Georgia – well said, this is just the beginning. I love Greece and Turkey – I’m just ashamed at what is happening, what the government is allowing to happen. People, this is NOT an isolated incident to just Greece and Turkey. I’ve seen horrifying pictures of what they do to cats and dogs in China, Bulgaria, Russia, Korea – this is GLOBAL. Turkish people are proud people, as are Greek people. But the government makes me ashamed. They sweep everything under the rug. Anything that is “disgraceful” instead of addressing it, they ignore it and pretend it didn’t happen. THAT is shameful behavior. I love my country and my heart bleeds after I see the atrocity that is happning. I applaud Viktor and his team – they live with this day in and day out and they do not rest in rising up and making their voices heard! THEY are the ones speaking for these animals and THEY are heading this revolution!!! And it is a revolution people!!! This is the 21st century! THIS should not be happening! The world is supposed to more “civilized” than it’s ancestors (in each country). I realize there is poverty and people in part of these countries cannot take care of themselves much less animals. We need laws, and we need better no kill shelters, and I am a big proponent of donated land – by the government – to house the dogs and cats that are homeless. I propose better legislation that needs to be enacted in each country to teach our youth about animal welfare and abuse – it is a well known documented statistic that those who are capable of animal brutality go on to be socio-pathic members of society. We need to teach our youth about respect and tolerance toward animals. Once again, may Turkey be a blazing example of what the caring citizens of a country are capable of achieving on behalf of all abused animals.

    Once again animal cruelty hits the facebook headlines. I am absolutely appalled at what is going on in Turkey. You are in line with Greece when it comes down to what is going on with the strays in your cities – Istanbul especially. I have been to Istanbul several times in the past, but I wont be making a return visit until Turkey as a whole begins to treat their animals, all of them, with respect, compassion and kindness. You are a disgrace as a nation, along with Greece, China, Bulgaria etc etc etc. Remember, this is all over Facebook, and Facebook is worldwide. So the world is watchin you and you abuse of Gods creatures. I am disgusted and sickened with what I have seen and read on here. I pray that these sweet souls did not have to suffer any longer than these dreadful people made them suffer.   47. I never knew all this abuse occurs in Turkey. We went there on holiday and on our return I was telling all my friends how lovely it is, how friendly the Turks are etc etc….. I now only tell tales of how cruel they are to their animals. At the hotel we stayed at there were several cats, but they were cared for by the cleaners and hotel visitors like me. I took a few pics of the cats on my bed. Now that the world knows how the animals are treated behind the scenes, I hope they will not go to Turkey/Greece or Cyprus until this stops. I am glad to see that most Turks are against the cruelty. I think an international protest should be held all over the world. To show the world we want this to stop. ALL cruelty.

  48. I like Turkey and Greece also, but unfortunally there Human rights records let alone animals rights are a disgrace. (am aware Greece is in EU but there record is bad as we know) but like everything concerned with the EU they think throwing money at it and it’ll be fine, no monitoring of spending etc. The people involved in these shelters need replacing or some may benefit with training, I know when I volunteered to be a dog walk, I had a series of questions to answer to help decide my suitablity. A simple in-expensive starting place. We must remember, what has been passed down through generations, cannot be suddenly forgotten, somethings I grew up accepting as I grew older, I realised some practices were totally un-acceptable. lets hope it will start improving sooner rather than later

    I am so sorry about all this misery put on those poor animals. Most shocking I find as well those horrible indifference of those people. I think they are not even aware how cruel they act. It is just a work to do … Where has humanity gone? As somone said: ‘the more I see of man, the more I like dogs’.
    The protests should never end till the responsibles change their behavior towards the animals.

    I was just in Turkey and I was amazed at the compassion of the majority of the people towards stray cats and dogs.

    Turkish people in general shows more compassion to these animals that in many other countries in Europe.

    BTW, Turkey is NOT part of the EU, so the EU can’t santion the people guilty of this animal abuse. Cases as this always have to be dealed within the own country and the proper authorities have to be encouraged and urged to get and punish the people doing these atrociities! There is no an excuse for animal abuse.

    Yes, but Turkey WANTS to be part of the EU. This is the time to pressure the Turkish government to not only introduce better legislation to protect animals, but to make sure the laws are actually enforced. Local government mayors like Kadir Topbas should be brought into line – do the people who voted him in know about this? they should…

    It is important to get this out internationally, because governments don’t like their dirty washing aired in public, don’t like to hear threats of boycotts on goods and tourism. The time is NOW to improve the lives of animals all over the world; at no other time in history have we had such an opportunity – the social networking sites are vital for giving animals a voice and we can strengthen this cause by finding each other and sharing information.

    My heart goes out to these poor dogs and all the other animals in such strife, as well as to all the good people who are having to deal with such cruelty every day. Thank you.
